The Southern California Association of Governments (SCAG) serves as a catalyst for a brighter regional future, leading a unified vision and holistic plan for Southern California's growth. Through its Inclusive Economic Recovery Strategy, SCAG identified the need for an industry growth plan focused on supporting entrepreneurship and small businesses owned by women and people of color, who face disproportionate challenges growing and sustaining their businesses compared to male and white-owned counterparts.

To address this, SCAG developed an inclusive contracting toolkit to expand opportunities for historically disadvantaged businesses, including those that are woman-, minority-, and veteran-owned, to contract with public agencies and anchor institutions such as cities, counties, colleges, universities, museums, and hospitals. Designed with clarity and accessibility in mind, the toolkit uses color purposefully to organize and guide readers through its content, while thoughtful use of white space ensures the material feels approachable and easy to navigate for business owners and contracting agencies alike.
